Unless I'm mistaken, Tatsumi is from the anime Yami No Matsuei (Descendants of Darkness). It's about a Shinigami named Tsuzuki and his angsty adventures w/some boy-love UST thrown in for good measure. Tatsumi is a level-headed shadow wielding shinigami.
