I'm currently going with a theory that he's a housekeeper the previous owner hired, who in his spare time is studying for something and has set up the basement as his study during the time the game happens and part of the deal with buying the place is to let him stay on until his course is done (free accomadation in trade for housekeeping and maintainence).
